Shannon P. Carcelli is an assistant professor at the University of Maryland, College Park Department of Government and Politics. Her work has been published in the American Journal of Political Science, Journal of Politics, International Studies Quarterly and other outlets. Her book, "Competing for Foreign Aid: The Congressional Roots of Bureaucratic Fragmentation," is under contract at Oxford University Press.
