Juan Fernández is a 20-year resident of the Jackson, Miss., metropolitan area. He is executing a contract for Healthy Gulf, an environmental and social justice nonprofit, to help connect flood victims in Jackson to information on the Federal Flood Risk Management Project for the Pearl River Basin. He also served as a local consultant in the formulation of the “One River Plan” developed by the University of California, Berkeley, which is an alternative to the One Lake.
